Summary: Creates a full category name such as "Category:el:Animals" based on a language code such as "el" and a base category name such as "Animals"; takes also into account an optional parameter for prefix.

Parameters:

• prefix - optional; prefix to use instead of "Category:"
• lang - language code such as "el"
• category - category name such as "Animals"

When prefix is empty, creates a category name such as "Category:el:Animals" or "Category:Animals" for lang = "en".

When prefix is non-empty, uses prefix instead of "Category". Per example, if prefix is "Template:", creates a category name such as "Template:el:Animals".
